Those who are unguarded in their discussions can be clandestinely listened to. Those who plunder and bully without proper discipline can be destroyed. Those who met with gushing waters or being strike by lightnings, will be thrown into chaos. You must settle those of your troops who are in crisis, eliminate their worries and decide matters through wisdom. Plan properly during the planning phase in the court; emphasize on selecting the right general to be given the mandate; arouse the fighting spirit of the army when inside the enemy territory. Only then the enemy state can be forced to submit without fighting.

军队言语不谨慎，就会泄密。如果欺凌侵犯无节制，就会失败。士兵遇上洪水或雷电轰击，就会溃乱。必须要转危为安，消除祸源，机智地进行处置。朝延的决策要高明，将帅的选用要慎重，进入敌人国境要迅速，这就可以不经战斗而使敌国屈服了。
