Weapons are implements for killing. War is contrary to virtue. Plundering, an underhand activity. Therefore when a true king attacks the brutal and chaotic, he takes benevolence and righteousness as the foundation for it. At the present time, the warring states to establish their awesomeness, resist their enemies and plot against each other. Thus they cannot abandon their armies.
